Social Housing Funding in Schleswig-Holstein 2027
Schleswig-Holstein is continuing its social housing funding programme in 2027 at a record level. Together with federal funding, €400 million will again be available. For developers, municipalities and housing companies, the decisive factor is not only the funding volume, but above all the preceding selection and pre-qualification process.
€400 million – but no automatic access to funding
Funding for 2027 is not allocated solely based on the date of a later funding application. Projects must first be pre-qualified and included in the municipal project planning process. Only projects that reach this stage can be considered for the 2027 funding selection.
For owners, this means: funding strategy, municipal demand, project status and commercial viability need to be considered together at an early stage.
Important dates for the 2027 funding year
Status: 2 October 2026
Expired: municipal project list by 1 September 2026; pre-qualification documents to IB.SH by 30 September 2026.
Next step: expected project selection at the end of November / beginning of December 2026.
For new or incomplete projects, further consideration should be clarified directly with IB.SH and the municipality. Subsequent inclusion is not guaranteed.
Which criteria are relevant to the selection?
According to the state, criteria include the urban development objectives of municipalities, the ranking on the municipal project list, an appropriate distribution between housing market regions, and the waiting period of individual projects.
For selected projects, the formal funding procedure then begins. Following the initial ARGE note, the funding application must be submitted within four weeks. Projects must then be developed within six months to a level at which a funding commitment is possible and construction can begin in 2027.
Funding is part of project development – not an add-on at the end
In subsidised housing construction, funding conditions directly affect site utilisation, apartment sizes, cost ceilings, standards, financing and scheduling. Funding eligibility should therefore be assessed early together with planning law, construction cost and the delivery model.
